Occupancy permit
Reports of previous investigations
 
  Key dates:
Construction begins
Rough grading completed
Final payment to each subcontractor
Notice of substantial completion
Certificate/permit for occupancy
Close of escrows
HOA controlled by homeowners
First manifestation of distress
First intrusive inspection
 
  Inspect and photograph each item of distress.  
  Define each of the underlying defects.  
  Obtain expert opinion on
the cause(s) of each defect
and how it is evidenced.
    Design error or ambiguity
    Component product defect.
    Workmanship deficiency
    Supervisory misdirection.
 
  Determine scope of necessary repairs
with expert consultation. This includes
needed demolition, as well as repair.
 
  If multiple defects contribute to a single item of distress,
obtain expert opinion on the proportionate
contribution.
 
  Based on scope of repair obtain estimates for:
demolition
repair
temporary relocation
